The Swiss-funded Groundwater Management, Use and Protection Program (GWP) financed by the Swiss Government aims at supporting North Macedonia in establishing a sustainable long-term, multilevel, and systematic groundwater management that enables collaborative, effective, and more transparent use of the groundwater resources.

On behalf of our clients Skat Consulting Ltd., a leading Swiss company specialized in international cooperation and is committed to making available basic services and ensuring dignified living conditions and healthy living environment for all, and PointPro Consulting d.o.o., a leading management consulting company based in Skopje incorporating two business areas: Infrastructure and Sustainable Development and Management Consulting and Corporate Finance, DEKRA is looking for:



  • Support MoEPP to fulfil its responsibilities toward the preparation of the RBMPs, FRMPs and other planning documentation (e.g., water master plan, studies, investment programmes) through collection of relevant data, participation in meetings and provision of written and/or verbal advice to MoEPP leadership;
  • Support MoEPP for the establishment and maintenance of the water information system, including the National Environmental Information System (NEIS) and the Groundwater Data Management System/National Register of Groundwater of the Republic of North Macedonia (GWDMS), and any new information system enhancements supported by the Program;
  • Support the stakeholder communication and participation activities of MoEPP for the needs of River basin management Plans (RBMPs), and other water-related initiatives (e.g., by planning, preparing, and taking parts in meetings, supporting the preparation of MoEPP leadership for participation in meetings and in formulating responses raised by stakeholders, as well as reporting back from stakeholder meetings, communicating, organizing and administrating River Basin Management Council meetings);
  • Facilitate the collection of data, information and documentation from relevant sources for the needs of the River Basin Management Plans (RBMPs), Flood Risk Management Plans (FRMPs) Water Management programme and other strategic and planning documentation on water management and their updates, surveillance the implementation of the strategic and planning documents, and Programme of measures (PoMs);
  • Attend and support the organization of trainings and other capacity development activities related to preparation of RMBPs and/or other relevant planning documentation;
  • Take part in the thematic working groups on water related issues and provide support to their functioning on behalf of MoEPP;
  • Support of MoEPP in turning RBMPs objectives and Programmes of Measures into concrete measures and actions to be considered for funding by different governmental institutions and donor-funded projects;
  • Keep track of the implementation progress and results of RBMPs and other planning documents and support MoEPP in preparation of reports to the Government, public and international community;
  • Assume any other duties as required by MoEPP leadership;
  • Work to transfer practical newly gained knowledge among existing and new peers/colleagues.


  • University degree in civil engineering, or environmental engineering, or architecture, or urbanism and planning, or natural sciences;
  • Excellent written and verbal communication skills in Macedonian;
  • Excellent written and verbal communication skills in English (at least B2 level CEFR);
  • General computer literacy and solid knowledge of MS Windows and MS Office;
  • Ability to coordinate smoothly with multiple parties;
  • Excellent communication, interpersonal skills, and reporting skills;
  • Excellent time management skills and ability to multi-task and prioritize work;
  • Organized, responsible and understands confidentiality;
  • Attention to detail and problem-solving skills.
